Benefits of the scheme will not be available to the following categories of beneficiaries who belong to the highest economic status.

• Owners of each institution.
• Breeder families that fall into one or more of the following categories:
• Constitutional function holders in the past and present.
• Ministers, ministers of state, district presidents of panchayats, mayors of municipalities, members of the Lok Sabha or Rajya Sabha or of the state legislatures.
